The Human Resource Division is responsible for the timely, accurate, equitable, effective and efficient delivery of all human resources management services, i.e. strategic staff planning, recruitment, staff administration, organizational and design and learning/career development, for the continuous development and improvement in human resource operations, policies, and methods to align with UN Women evolving business needs, and for providing advisory support to the Executive Director in the formulation and implementation of UN Women's overall mission, strategy and plans of actions

Reporting to the HR Specialist, the Human Resources Associate delivers wide ranging HR support services with a primary focus on staff contract administration, administration of benefits and entitlements for all categories of personnel, and separation processing. Under the guidance of the supervisor, the incumbent exercises independent judgment in applying HR policies and procedures to resolve a wide variety of interrelated HR issues, making proposals affecting both the design and delivery of specialized HR processes. The Human Resources Associate ensures accurate and timely delivery of client-oriented HR services to all stakeholders.

Note: Locally recruited positions with UN Women in Bonn are open to nationals of Germany and applicants with valid employment authorization to work in Germany.

Key Functions and Accountabilities:

Provide administrative and support for the implementation of HR strategies and policies ensuring full compliance with UN Women rules, regulations, and HR policies and guidelines

  • Provide general, standard information on HR strategies, rules and regulations; interpret and support processes and procedures to advise on the correct course of action
  • Identify ways in which HR operational needs can be met within existing policies; interpret processes and procedures, anticipate and manage operational requirements
  • Prepare written response to queries concerning HR related matters, ensuring accuracy and consistency with applicable policies and precedents

Deliver HR administrative and logistical services ensuring full compliance with UN Women rules, regulations, and HR policies and guidelines

  • Process, draft, edit, proofread and finalize for approval a variety of correspondence and other communications; maintain files/records, monitor deadlines, and flag potential issues requiring supervisory attention
  • Provide administrative coordination in the extension of contracts, guidance on benefits, allowances, and entitlements, and renewal of UNLPs and visas, ensuring timely processing and compliance with applicable regulatory frameworks
  • Facilitate responses to audit findings and recommendations, coordinating with relevant units to ensure timely implementation of corrective actions
  • Assume overall responsibility for leave management and records management, ensuring accurate tracking and compliance with leave policies
  • Provide pre-arrival protocol and process guidance for the duty station
  • Facilitate personnel arrivals and onboarding including routine HR related support in the duty station
  • Provide oversight and coordinate absence management processes at the duty station, ensuring consistent application of the absence policy and procedures, while providing clear guidance and advice support on absence related policies and practices across offices globally
  • Facilitate staff separation process, ensuring completion of all required clearance procedures and accurate calculation of final entitlements

Maintain and analyze data in relation to HR ensuring full compliance with UN Women rules, regulations, and HR policies and guidelines

  • Maintain and update internal databases and files on HR matters in a confidential and secure manner, ensuring data integrity and accessibility
  • Generate a variety of standard and non-standard statistical and other reports from various databases; analyze data to identify trends and provide inputs for management decision-making

Provide administrative and coordination support to the Internship and Fellowship Programme

  • Provide Policy advice and guidance related to the Internship and Fellowship programme
  • Review and clear terms of reference and selection packages
  • Maintain up to date records and provide data as needed

Facilitate knowledge building and knowledge sharing to strengthen HR service delivery across the office

  • Provide a synthesis of lessons learnt and best practices in HR administration; propose improvements to existing processes and procedures
  • Disseminate information on a variety of HR matters

Functional Competencies:

  • Strong applied knowledge of HR administration, processes and policies, including the UN Staff Regulations and Rules

Recruitment Qualifications:

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in human resources management, business administration, public administration, or a related field is desirable.

Experience :

  • At least 6 years of progressively responsible work experience in human resource administration, specifically benefits and entitlements, is required.
  • Experience in managing and supporting personnel on-boarding and separations is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, such as Quantum, is desirable.
  • Experience in UN system HR administration is highly desirable.

Languages :

  • Fluency in English is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
